Roles and Accomplishments
Public Sector - State of Connecticut
As independent consultant, 2011, for the state agency serving those with
intellectual disabilities:
- Led the Deputy Commissioner's business planning team
in developing the Federally-required Advance Planning Document
(APD), jointly submitted by DSS and DDS Commissioners, towards
design and implementation of a Medicaid Waiver system for
coordinated consumer services. The Planning APD was federally
approved in July, resulting in state cost recoverability of 50% of
APD planning consultant costs incurred 2011.
- Led Project Steering Committee in defining development
priorities. Adapted a standard Business Process methodology for
use in structured workshops with business owners and representative
providers to integrate functional business requirements in
integrated workflow processes.
- Recommended for Executive Sponsors, developed, and posted an RFI
(Request for Information) to identify whether any market solutions
for other state offices serving those with intellectual disabilities
are already compliant with the Federal technical conditions and
standards for enhanced funding.
- A positive RFI response suggested justification for an updated plan seeking enhanced funding (90% versus 50%) and
addressing a larger and more complex feasibility assessment for a
potential solution. An As Needed Planning ADP Update was completed
December, 2011.
As independent consultant for State Legislature,
Office of Fiscal Analysis, 12/2010:
- Provided high-level options review, including
detailed cost-benefit analysis, for sourcing approaches (Build, Buy,
Modify, Software as a Service) and market solutions for state budget
development support.
As DOIT's IT business development director for safety, judicial,
and general government:
- Implemented the central PMO (project management
office) practice across the agency sector, with over 40
inventoried agency projects, for improved transparency of
project status, more effective issues escalation, faster
progression through at-risk milestones, and cross-team
perspectives in resolving projects risks and issues.
- Reviewed over 90 chartered projects,
participating in sector architectural reviews and hundreds of
agency procurements, managing to strategic standards and common
solutions while supporting agency-specific business IT needs.
As technology director for enterprise applications, including
e-government and the shared criminal justice information system:
- Developed business case for program management of the
state's e-government initiatives in the context of 50th percentile
national rankings of Connecticut's e-government standing since its early
top-ten leadership in 2002.
- Provided IT strategy support for the Governor's
Task Force on Sentencing and Parole Reform whose recommendations were
adopted by the legislature and passed into law January 2008.
- Developed a competitive bid and led the evaluation
team for Governor's Task Force-recommended and Public Act
0801-legislated CJIS Blueprint development for online program-wide
data sharing.
As IT director and program manager for the state's consolidated
child welfare agency:
- Improved agency business intelligence capabilities, as
a result of Commissioner-mandated caseworker use of the state's
automated child welfare information system (SACWIS), resulting in
improved agency compliance with Federal Adoption and Foster Care,
Child Abuse and Neglect reporting, and data mart availability of
agency-wide performance on outcome measures for child safety,
permanency, and well-being.
- Closed a 4-year backlog (Y2K-priority driven) of
Consent Decree and SACWIS functionality requirements, positioning
the agency for a Consent Decree Exit Plan.
- Leveraged HIPAA program privacy and secure email enterprise
solutions for the agency's PHI (protected health information).
- Drove application development best practices,
operational, and infrastructure improvements, related to software
change control, testing quality assurance, wide-area network,
mainframe, and database performance and optimization.
- Worked with national IT social services consulting
vendor to provide state staff mentoring for insourcing long-term
application support, and staff local consulting talent where
feasible.
- Developed a long-term capital and enhancements budget
with CFO, managing projects and services accordingly.
